DSWD leverages PhilSys authentication services for 4Ps identity verification at family dev’t sessions

The Philippine Statistics Authority (PSA) and the Department of Social Welfare and Development (DSWD) struck a partnership for making Philippine Identification System (PhilSys) authentication an equivalency of a Family Development Session (FDS) for Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries.  

Since mid-February, 4Ps beneficiaries has started undergoing identity verification through biometric authentication using the PhilSys Authentication Application to avail of the FDS equivalency.  

Under DSWD guidelines, FDS are monthly activities that beneficiaries should complete and attend as it is designed and expected to build and strengthen the capabilities of Pantawid families. 

As of 07 March 2024, the PSA recorded 124,747 successful authentications of 4Ps beneficiaries.

“This is the tangible use of PhilSys – the authentication of individuals to ensure that the intended beneficiaries receive the assistance they need,” said PSA Undersecretary Claire Dennis S. Mapa, PhD, National Statistician and Civil Registrar General. “Through this undertaking, we are already harnessing the national ID system’s potential and use in changing service delivery.”

Under the PhilSys authentication process, 4Ps beneficiaries already registered to PhilSys shall present their PhilID or ePhilID. A PSA personnel will encode the PhilSys Card Number or PCN and scan their fingerprint through the PhilSys Authentication Application, which will show if the individual has a match in the PhilSys registry. This will then be recorded on an attendance sheet that will be signed by the PSA and DSWD representatives. The process allows easy verification of the beneficiary’s identity and attendance to the FDS requirement. 

The PSA also brought PhilSys registration services and ePhilID issuance at the FDS nationwide to ensure all 4Ps beneficiaries can register to PhilSys. 

The PhilSys authentication service is only one among the undertakings of the PSA with the DSWD for identification and validation of its beneficiaries for the 4Ps. The agencies have also started its collaboration for the Assistance to Individuals in Crisis Situation program, as well as the National Household Targeting System for Poverty Reduction or Listahanan, a database that serves as primary reference for the identification of possible beneficiaries.
