PSA DSWD partner up to bring PhilSys services to 4Ps beneficiaries at family dev't sessions

The Philippine Statistics Authority (PSA) and the Department of Social Welfare and Development (DSWD) partnered up to bring the services of the Philippine Identification System (PhilSys) at the Family Development Session (FDS) of Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries. 

The nationwide initiative allows PSA to provide PhilSys registration and ePhilID issuance by maximizing the attendance of 4Ps beneficiaries at the FDS.

A requirement for 4Ps beneficiaries, the FDS intends to strengthen the capacities of Pantawid families, particularly the parents/grantees, to become more responsive to health and education needs of the family and their children, according to the DSWD’s Memorandum Circular No. 22, Series of 2018. 

By registering to PhilSys, individuals are provided with unique credentials such as the PhilSys Number (PSN) which is the permanent identification number of registered persons; the PhilID or the physical ID card; and the ePhilID, which can be presented as a valid proof of identity just like the PhilID. These credentials allow Filipinos, especially those from vulnerable groups, to apply as social protection program beneficiaries.

On her registration to PhilSys, Trocino said, “Mabilis naman po ang [registration process]. Kailangan ko po ito dahil senior [citizen] na po ako.” 

The availability of PhilSys services at FDS is part of the continued partnership of the PSA and DSWD in utilizing PhilSys for social protection programs.

In 2023, the PhilSys registry was utilized for the National Household Targeting System for Poverty Reduction (NHTS-PR) or Listahanan, a database that serves as the primary reference for identifying possible beneficiaries of social protection programs and services. PhilSys was also involved in the pilot run of the Open Government-to-Person (OpenG2P), a social benefit platform that provides the tools needed to digitize large-scale cash transfers to make government transactions more streamlined for the Assistance to Individuals in Crisis Situation (AICS) program of the DSWD.
